Vtg Polly Flinders smocked dress 3T rocking horses collar lace carousel pastels

US materials assembled in Barbados
ADORABLE little girls or baby doll dress. 3T white with pink, orange and blue/green/teal pastel rocking and carousel horses. Smocked with teal stitching.
This is a vintage item, I think from the 70/80's but not sure.  Has some wash wear/fading and I do see a light mark on the back bottom part of the dress, see pic #4.  There may be other small imperfections but nothing else noticeable.
