Vintage Girl Dress Circle Skirt Lace Red White Collar Twirl Peaches N Cream

Cute little red dress with white flower print.
Has lace skirt detail and a full circle skirt.
Lace is a bit “fuzzy” and could use a trim and be easily cleaned up to look nice. Elastic in sleeves is loose and no longer holds shape. On the backside underneath the collar there are 2 white ties. I’m not sure how to tie these where it makes sense to work with the collar. If this dress fit my daughter, I would just remove them but maybe you know how they are suppose to work.

There are 2 buttons right inside the front collar that make me believe that there should be a second piece to this dress, I don’t have another piece, this is being sold as is.
Approximate measurements are as follows
Shoulder to hem 14.5 in
Armpit to armpit 10 in
Sleeve length 10 in
