Vintage Beautiful Handmade Sailor Skirt Suit Polished Cotton Anchor Buttons Cute

Vintage sailor suit with skirt.  Chintz, polished cotton?  I'm not sure what the fabric is called.  The skirt is 11" long.  There are stains from the buttons and a couple of the fabric.  I have not cleaned this as I don't know how and would rather have someone that knows what to do wash it.
